Expanding civil society in an increasingly totalitarian state

Two months after Ukraine’s Orange Revolution, Edward Lucas and I and my colleagues from the media NGO Committee to Protect Journalists interviewed opposition activists who said that their environment was increasingly dominated by security officials who monitored their activities and threatened them on behalf of the government. The discussions were part of a broader international effort to understand how the level of repression in post-Soviet countries was undermining press freedom.

We met with Joseph Sobran, a prominent blogger at The Kyiv Post; Volodymyr Vynnychenko, a journalist and blogger for the Observation of a Minor Party; Yaroslav Pidko, the spokesman of the Party of Regions; and Ruslan Kviatkovsky, the editor of the country’s largest Internet newspaper. Although the respondents represented different political persuasions, they all confirmed their frustration with the current state of things.

“There are people in [the national security service] who know the little secrets of every journalist, and they tell them: ‘You are in my pocket. You cannot say that,’” Vynnychenko told the CPJ team. “They get rid of [bloggers] for really stupid reasons.” A journalist who receives an anonymous phone call is told that he is being investigated on charges of child pornography. Other so-called extremists are imprisoned because they outed a corrupt lawmaker.

Vynnychenko and Pidko both said that the authorities do not want to restrict Internet access or hardware, but arrest those who allegedly hate the government. Sobran recalled a typical instance, when he was detained at the beginning of the year while traveling abroad, and held for two days, in order to pressure him to reveal the source of a text that he had received: “‘You do not have two months to live,’” he quoted the officer. “They just want to show that they have strength.”

It was a daily challenge to defy the authorities. Prosecutors demanded user information and blocked access to hundreds of websites under “terrorism” charges. When there were cases of political persecution, operators sometimes resorted to
